Pitts Terra Bollard Stands Up to Impact Tests
Crash
tests for Frontier Pitts single unit Terra Bollard show it still
operates after stopping 7,500kg travelling at 80km an hour.
The company says the results prove that only a single Terra Bollard is
required to withstand an impact in certain applications.
The test was conducted to prove the arresting capability of a single Terra
Bollard when impacted with a 7,500kg test vehicle at a speed of 50mph
(80km/hour).
The vehicle was brought to a complete halt by the Terra bollard with minimal
penetration onto site. The Terra Bollard is the only bollard in the world
to be impacted as both a dual system and single unit without the need
for repair at the time of this test.
The Terra Bollard's Hydraulic mechanism continued to raise and lower the
bollards as normal following impact. The new product joins the Terra Series,
which is based upon the Terra Blocker design (crash tested in the 1970's).
This product is operating at more than 3000 sites worldwide. Other products
in the series include the Terra Blocker, Terra Bollards, Terra Beam and
Terra Gate which was crash tested in both the fully closed and half open
positions. All crash tests have resulted in the equipment successfully
stopping a 7,500kg lorry travelling at 50mph, whilst still continuing
to operate after impact.
Frontier Pitts has developed the Terra Series to meet the requirements
of customers at Airports, Embassies, Palaces, Government Institutions
and Military Bases around the World.
WPC
Softwares Inn Keeper Watches Drinking in Essex
Frontline
officers in Essex are using wireless technology to tackle the problem
of alcohol-related crime following the introduction of new licensing laws.
The new mobile Inn Keeper system gives officers with hand-held devices
instant access to intelligence data about licensed premises and incidents
of alcohol-fuelled violence and disorder.
The
mobile Inn Keeper system is set to revolutionise the way licensing officers
and frontline officers record and administer all aspects of licensing
and alcohol-related crime, said Alan Plummer, WPC Software's technical
director. This will be as important as ever in the new licensing
environment.
Officers view a range of information on their PDAs (Personal Digital Assistants)
including permitted operating hours, details and photographs of licensees,
and any conditions attached to a licence.
They can also input information while visiting licensed premises, including
details of alcohol-related violence and disorder, under-age or after hours
drinking, and other breaches of licensing conditions. The information
they input is immediately included on the main Inn Keeper database and
available force-wide, thereby reducing time spent on paperwork and eliminating
duplication of effort.
The mobile Inn Keeper system - which has been developed by Bristol-based
WPC Software in conjunction with Essex Police - will enable the force
to monitor compliance with the updated Licensing Act 2003 more effectively
and identify patterns of disorder much more quickly.
The system is totally secure and uses the latest wireless security technology
which ensures that sensitive police data cannot be intercepted or deciphered.
WPC Software Ltd was founded in 1988, initially to provide software consultancy
to businesses. In 1992 the company became an established provider of IT
solutions based on its own range of software and intranet products.
The company now works with police forces across the UK providing software
solutions for a range of applications, from firearms and liquor licensing
to missing persons and stolen vehicle administration.
The company's clients also include local authorities, banks and communications
companies.

Anti-Drink
Spiking Kits Provided in Lincolnshire
Hundreds
of anti-drink spiking kits are to be given to Lincolnshire pub
and club goers to raise awareness of the problem.
The kit contains a pipette which is used to put a droplet of the drink
onto three different test pads. The kit explains how to interpret the
results - two of the tests will result in a colour change of the test
pad and on the third lines indicate the result.
Sergeant Adam Gadd said: 'We are providing these test kits so that drinkers
can be reassured and that they can take appropriate action if it reveals
a positive result. However, we are not advocating that using this test
removes the responsibility to remain vigilant or to drink safely.'
The two main drugs used in drink spiking are Rohypnol (benzodiazepine
flunitrazepam) and GHB (gammahydroxybutyrate or liquid ecstasy), which
are collectively known on the street as Roofies. Ten other drugs have
been implicated in drug rapes. Fifty four per cent of drug rape victims
are also drugged by alcohol.
The force is also giving out 1500 Alcotop plugs which fit over the top
of bottles.

Robotix
Surveillance Robot
Robotic FX, Inc. has unveiled its Negotiator Tactical Surveillance Robot
- the first competitively priced robotic system aimed at emergency first-responders.
The Negotiator Robot can be used in a range of dangerous situations such
as hazardous material spills or hostage barricade situations.
The robot uses a variety of camera systems (pan/tilt, night vision, etc.),
to provide real time video to first responders, a two-way audio communication
system which allows for discrete communication, and a series of sensors,
which can detect most hazardous materials and then transmit the information
back to the operator control unit.
The Negotiator also is capable of covering uneven surfaces including stairs.
The base Negotiator Robot system comes standard with full-motion colour
video, 2-way digital audio communication and a ruggedised Operator Control
Unit. The Negotiator's modular design allows for the addition of a wide
range of payloads and accessories, which can easily transform the Negotiator
into a mission-specific tool. The 'plug & play' nature of the Negotiator
Robot's design maintains cost effectiveness in that each component can be
purchased as required or as funding becomes available.
'The [Negotiator] robot has become a vital component of our tactical team,'
said Commander Bob Lewis, Collier County Sheriff's Office, Special Operations
Group. 'In our last hostage barricade situation, use of this robot saved
us countless hours and literally thousands of taxpayer dollars by helping
us diffuse a highly dangerous situation quickly and safely'

Magicomm
Pen
It sounds like the sort of gadget James Bond may have wielded - a pen
with a camera under the nib which records what is written and transmits
it back to base.
Dorset police are using the £100 Magicomm pen to cut down on time
spent inputting information into computers.
As an officer fills in a form while out and about, the pen reads what
he is writing and the data is sent via mobile phone to the force computer.
When he returns he can check the information has been read correctly.
Richard Tubb, of Dorset police, said: 'It will go a long way to getting
officers back on the beat.'

Armor
Holdings Chosen as 'Magic Vest' Nano-technology Licensee
Nano-technology
could hold the key to a 'magic vest' for police officers.
Armor Holdings, the US company has announced that it has been selected
as the exclusive licensee for a unique application of nanotechnology called
shear thickening fluid (STF), a flexible substance that hardens when struck
by a knife or bullet.
Extensive testing has shown that when conventional ballistic fabric is
treated with STFs, it can resist penetration from an ice pick that it
couldn't otherwise have stopped.
STF-treated fabric has little or no effect on the look, feel, texture,
weight or flexibility of the material.
STF could be used for a wide range of products such as body armour, vehicle
armour, helmets, gloves and bomb blankets.
Dr. Tony Russell, Chief Technology Officer for Armor Holdings, Inc., said,
'Rarely do the words 'flexible' and 'armour' get used in the same sentence,
but this new technology has the potential to unlock entirely new and better
solutions that will leapfrog to the next generation of armour and other
lifesaving equipment.'
Armor Holdings, which will be the sole commercial provider of this technology
in applications related to body armour vests and extremity protection,
helmets and gloves for protective use worldwide, anticipates fielding
the first products later this year.
The company has selected Barrday Inc. as a partner for development and
production of STF-based ballistic fabrics.
What is STF?
STF was developed by the University of Delaware's Center for Composite
Materials, with the Weapons and Materials Research Directorate of the
U.S. Army Research Laboratory.
Sometimes referred to as 'liquid armor,' the material is actually a nanotechnology
that exists in a flexible, fluid-like state under normal conditions but
adopts seemingly rigid qualities and becomes less penetrable when impacted.
As a result, this special material can be applied to conventional ballistic
fabrics or other materials used in armour applications, allowing them
to remain flexible under normal wear, but simultaneously becoming resistant
to penetration when impacted by a spike, knife or high velocity projectile
or fragment. STF treated fabrics effectively spread the energy over a
larger area.

Metro
Eyewear Supplies Mets Sunglasses for Thirty Years
Metro
Eyewear is celebrating supplying sunglasses to the police service
for thirty years.
The Metropolitan Police approached the company in 1972 asking them to
submit samples of sunglasses for use by their traffic officers.
The force tested several samples from other companies and approved Metro
Eyewear for use by their traffic officers.
The sample submitted uses Polycarbonate lenses as this type of material
is extremely robust and virtually unbreakable so offering maximum eye
protection against injury. Polycarbonate also gives 100% protection from
harmful Ultra Violet rays; even in its clear form offers 100% UV protection.
Metro Sunglasses conform to BS-EN 1836/1997 EU Personal Protective Equipment
Directive 89/686 (PPE) - Optical Class 1.
'With health and safety issues being to the forefront of employers concerns,
eye care is an extremely important factor to be catered for.
'Not only does a good pair of sunglasses provide protection from harmful
UV rays, which can cause lasting damage to the eye, but are extremely
important in minimising or preventing eye strain when driving in sunny
conditions. Glare from road surfaces, particularly after it has been raining,
and on sunny winter days when the sun is very low in the sky, are all
factors that can contribute to fatigue caused by eye strain,' said a company
spokesperson.
The company holds stock all year round with a view to being able
to offer a fast and efficient delivery on which we pride ourselves.

US
Officer Creates Lighted Ticket Board
A
US patrolman has come up with an invention to boost officer safety.
Northeast Ohio police officer Tony Leanza has created a lighted 'ticket
board' to help officers read documents in the dark.
As a patrolman, I know the potential hazards and hassles of traffic
stops, especially when they occur after dark. I designed the Ticket Board
with these challenges in mind, said the officer who has spent 20
years on patrol.
The Ticket Board lights and magnifies the person's licence so it
is not only easy to read, but there is also no need to turn on the dome
light or fumble with a flashlight.
In addition to this, the Ticket Board includes three LCD displays
which indicate the current date and time as well as the next court date
providing the officer with all pertinent information at a glance.
The Ticket Board has holders for two additional driver's licenses
and these holders double as receptacles for accessories such a flashlight
and a digital voice recorder.
The Ticket Board was designed with convenience and ease-of-use in
mind as well. The board weighs less than two pounds making it easy and
comfortable to use. The rechargeable lithium batteries are maximised by
a 10 minute auto shut-off feature and can be recharged in the patrol car
with the included DC adaptor or at the station or at home with an optional
AC adaptor. It also comes with a hypo-allergenic, easy-grip pen that conveniently
clips right to the board.
The Ticket Board is available in both right-handed and left-handed
models and is covered by a 30-day money back guarantee. It sells for $64.95
US dollars, plus shipping and handling and can be purchased at the Ticket
Board Inc. website, http://www.policeticketboard.com
or by calling toll-free 866-427-9950.
SelectaDNA
Kits Distributed in Richmond upon Thames
A
DNA-based product which marks property for up to 30 years has been launched
by a London borough.
SelectaDNA is virtually invisible and remains on marked items of
personal property for up to 30 years. Even if it is spotted it is almost
impossible to remove.
Richmond upon Thames Community Safety Partnership (CSP) will distribute
kits of the synthetic product to recent victims of domestic burglary.
Eventually the kits could be available to all the borough's residents.

Chief Supt Ian Edwards, Richmond Borough Commander, said: 'This scheme
promises to have a major impact in reducing our crime figures and increasing
convictions.
'Put very simply: if a criminal steals property that has been marked with
our new DNA kits their chances of getting caught and convicted increase
considerably.
Gillian Norton, Chief Executive of Richmond Council and chairman of the
CSP, added: 'The chances are now much higher that the culprits will be
caught and this will be a tremendous deterrent.'
According to manufacturer Selectamark Security Systems Ltd: 'Used in conjunction
with the warning and window stickers supplied, the system will help prevent
the theft of all the expensive items in your home or work place. SelectaDNA
comes in a pot of adhesive glue to apply to any valuable items of property.
Once applied, removal of all the SelectaDNA from a marked item is almost
impossible, as it is difficult to locate (except with a UV lamp) and remnants
of the DNA will easily remain in corners and uneven surfaces.
'The DNA code along with the customers details are held on our secure
LPCB approved database thereby allowing recovered property to be traced
back to its rightful owner after analysis - even a tiny molecule of glue
can be used to determine who the item really belongs to. As a further
means of identification, each pot of SelectaDNA contains at least 1000
microdots.'

Mopeds
4 Us says Hertfordshire Police
Hertfordshire
police is using a moped to combat anti-social behaviour.
The fully-liveried moped is the first to be bought by the force and was
launched at Harpenden police station.
Sergeant Lewis Ducket from the Harpenden Community team said: the
vehicle was an opportunity to engage young people and be on an equal par
with them.
He added: 'The bike will be able to access areas that we are unable to
do in a police car and set a good example of riding. The high-visibility
presence in areas across Harpenden will tackle and deal with the inappropriate
use of motorcycles using section 59 and section 60 powers from the Police
Reform Act 2002 to issue warning notices, fixed penalty notices to seize
them and report anyone for a summons.'
The force has seen a 45 per cent increase in reported incidents on last
year and a serious road traffic collision involving a moped.
The moped as well as protective clothing and equipment are funded by St
Albans City and District Council Community Safety Partnership and Harpenden
