Compact Thermal Imager

FLIR Systems has announced the launch of the PatrolIR thermal imaging camera for use on law enforcement vehicles.

The PatrolIR camera includes a thermal imaging camera with a 35mm focal length lens, providing officers with high quality video of their surroundings from the safety of their vehicle day or night.

Easily integrated onto any vehicle, PatrolIR uses thermal imaging technology that is completely passive, but still able to detect suspects at ranges in excess of 1/2 a mile in total darkness. Head Cameras for Salisbury

Head cameras have become the latest tool in the fight against crime in South Wiltshire. Officers in the Salisbury area are taking part in a trial of five new cameras from the 23rd June, in a move which could see further cameras introduced throughout the county if the pilot is successful.

Salisbury will become only the second area of the county after Swindon to use the cameras. They have been purchased by Wiltshire's Community Safety Partnerships and will play an important role in recording evidence of crime and anti-social behaviour as soon as officers arrive on the scene. The cameras are worn on the heads of Police Officers and Police Community Support Officers and are lightweight and extremely versatile.

A six-month national pilot was recently conducted by Devon and Cornwall Police and resulted in a 10% reduction in all violent crime and an 18% reduction in woundings in the areas they were used.

Talking about the cameras Kate Phipps, the Community Safety Partnership Development Manager said: ‘I am really pleased that we have been able to introduce five of these state-of-the-art cameras to act as a deterrent and also help to detect crime. Anti-social and criminal behaviour will not be tolerated and these cameras will allow us to gather valuable evidence and deal with any offenders speedily and robustly.’

Posters will be displayed throughout Salisbury promoting the head cameras and reminding residents that anti-social and criminal behaviour is not acceptable.


RF Field Monitor Provides Confidence Test for Jammer Operation

Allen-Vanguard is launching a RF Field Monitor enabling operators to test the effectiveness of Electronic Counter Measures (ECM) equipment or 'jammers'‚ while it is deployed.

New Streamlight Sidewinder 20-Function Led Light

Designed to give law enforcement professionals the most versatile hands-free tactical light possible, the new Sidewinder™ from Streamlight® packs twenty functions, four selectable LED light colours and intensity levels, plus strobe, and an articulating light head into one compact, lightweight and waterproof package.

Police Use New Technology to Tackle Anti-Social Behaviour - IMAGE

Police in Bournemouth will now be using tiny cameras – commonly known as ‘headcams’ – to record those engaging in anti-social behaviour in Bournemouth town centre.

The cameras, which can be operated by Police Officers and Police Community Support Officers (PCSO’s), are designed to be worn under uniform headgear with a small camera lens visible over the left ear.

Police in Bournemouth intend to start using the cameras after successful trials in other parts of the country, notably Plymouth, found that not only did the cameras assist in capturing evidence of anti-social behaviour but individuals also moderated their behaviour once they realised they were being recorded.

CCTV Co-ordinator Martyn Webster, of Bournemouth Police said: ‘Headcams are a recent technological innovation. They produce an excellent picture and audio quality that is good enough to be used in court proceedings.

‘Recording will only start when officers are summoned to, or become aware of an incident and the wearer will inform anyone being spoken to of the fact that they are being recorded.

‘I can reassure the public that we will not be engaging in random covert filming,’ he stressed.


Simple Clips Set to Stop Bag Snatches

Southport Town Centre has a thriving café society with thousands of visitors, shoppers and day-trippers descending on the town throughout the summer months.

Unfortunately bag snatches and theft from the person also increases over this time, with bags often snatched from the back of chairs while people sit at the many pavement cafés in the area.

Southport Town Centre Neighbourhood Police have found a simple but effective device called a ‘Chelsea Clip’ that should almost eliminate the number of snatches from pavement cafes. The clip fits under the table and bag handles and straps clip through it. The couple of seconds it takes to unclip the bag will deter would be thieves from stopping to unhook it.

Dramatic reduction
Jim Mcloughlin Neighbourhood Inspector for Southport Town Centre said, ‘The clip is so simple and yet so effective. It’s easy to use and we’re hoping this summer should see a dramatic reduction in the number of bag snatches and theft from in the area. Any thief snatching bags will certainly get more than they bargain for now and will have to take the table and all with them!’

He added, ‘The success of the clip depends on people using it and we are asking the public that wherever they see the table stickers and posters promoting the clip, to use it. Not only will it reduce the chance of having their bags stolen it may also stop handbags, some of which can be expensive, being damaged.’

PCSO’s will be distributing the clips to all cafes in Southport Town Centre over the next two weeks together with posters and table stickers to alert customers to its use.


Next Generation TASER

TASER has announced it will introduce its XREP wireless 12-gauge Neuro Muscular Incapacitation (NMI) projectile at the annual TASER® Tactical Conference on July 9th, 2007 in Chicago, Illinois.

PaceNet Video Interview Recorder

In the world of law enforcement, commercial investigations and disciplinary hearings, video recordings provide an accurate and impartial record to benefit all parties. Previously, the size and complexity of the necessary equipment made recording impractical.

To make the recording process as straightforward as possible, ClearView has developed a compact PaceNet recorder, in use by UK police forces, which is easy to use with only two controls: RECORD and STOP. PaceNet records between one and three cameras onto single or multiple DVDs. The discs can be replayed on standard ‘high street’ DVD players or computers.

PaceNet recordings can also be sent over an IP network for live monitoring or hard disc back-up. Facilities are available to time-link written notes to the video recording live, or on a typed transcript on replay. West Midlands Security Pilot 'a First'

West Midlands Police has successfully completed the first pilot to test the feasibility of combining secure physical and logical access, smart card/chip and pin technology and the creation of a Single Sign-On to all applications.

The pilot, developed and implemented by Enline plc, is now set to be rolled out across the rest of the force.

The two disciplines of physical and logical access security have been prominent issues for Police Forces and other organisations for some time, as has the desire to achieve convergence between the underlying technologies. Through this pilot, combining Lenel On Guard and Imprivata OneSign™ solutions, West Midlands Police have become the first UK police force to achieve this.

Paul Williamson, the lead for the Gateway Programme explains: ‘West Midlands has become the first to prove that integrating Physical and Logical access really does work. Feedback from both a strategic level and from officers at the heart of the trial has been very positive. This pilot has set a baseline for future identity management control within our force.’

From a strategic point of view, security levels have been significantly increased. Senior managers will have far greater control in terms of managing access within the building environment. They can now restrict authorised access for key personnel to highly sensitive data. The Single Sign-On system also provides an audit trail for all application use/access, thus highlighting any potential abuse of the system.

The new identity management system controls both physical and logical access to police systems. In order to gain logical access (onto the network/domain/to applications), staff must have first been authenticated into the premises via a smart card and biometric authentication.

‘Feedback from the pilot indicates that staff appreciate the higher levels of security for both buildings and information systems and understand the need for the levels of sophisticated access that the system envelops. In addition the Single Sign-On access is proving both invaluable on a practical level and reducing the time spent by officers in accessing their information systems, that they now have instant access to all authorised applications without the need for remembering multiple passwords,’ Mr Williamson added.

Wiltshire Police ‘Go Off Road’

Wiltshire Police has introduced the use of two off-road motor cycles, funded by the Swindon Community Safety Partnership.

The motor cycles and equipment, worth £20,000, will be used to combat the increasing problem of anti-social use of motor cycles and other off-road vehicles such as mini motos.

The off-road motor cycles will be used by Advanced Trained Police Motor Cyclists who have undergone additional specialist training.

Councillor Colin Lovell, Cabinet Member for Community and Neighbourhoods:-

‘We are delighted to present Wiltshire Police with these two off-road motor cycles to help combat the scourge of mini motos and nuisance motorbikes. These vehicles are a blight on the landscape and intimidate people in communities. I hope that by working together with the Police we can crack down on the problem and make people feel safer on the street.’

Chief Inspector Nick Elton, Wiltshire Police Roads Policing Unit:-

‘The off-road motor cycles have been specifically built and designed by BMW for Police off-road use. This is exactly where we will be using them - on the open spaces where unlawful mini motos and other off-road motor cycle misuse is most prevalent. My Officers will be exercising their full powers of seizure should they encounter anyone riding a mini moto, goped or other such vehicle illegally. The quality of life for people living close to areas where mini motos are unlawfully used is seriously affected and we aim to correct this.’

Powers available to the Police under Section 59 of the Criminal Justice Act enables Officers to seize vehicles that are being used in an ant-social way.


Flexible Endoscope Aids Inspection

Industrial equipment specialist Allen-Vanguard has enhanced its internal inspection range with an upgraded version of its flexible endoscope.

The new model features a bright light for clearer viewing, as well as glass fibres, which produce images of extremely high quality and resolution. A video or still camera can be connected to the endoscope to record images and allow further analysis at a later stage. The tool is ideal for detailed examination of internal components in machinery, motors and electrical equipment.

A range of interchangeable viewing heads enable various fields of vision, such as the ratchet control head – which increases the area of vision by approximately 20° with each turn, meaning that the endoscope can be used for examination in almost any position. Once the desired angle is reached, the endoscope can be locked in place, avoiding potential instrument or operator fatigue.

As well as being fully flexible, the endoscope is tough and durable, with a jacket of either tungsten or urethane. It also features a patented over-torque design, which significantly reduces cable damage caused by misuse.

Visual Search Kit Assists Security Teams

Allen-Vanguard has enhanced its visual search kit (SKM®) to assist security, drug and contraband search teams.

The portable SKM®, already in use with crime teams, was developed in conjunction with UK police and military personnel to provide equipment for the rapid searching of venues, vehicles, aircraft or ships of any size.

The kit includes a side-viewing endoscope for searching remote areas through a 10mm gap, with a 10W halogen lamp in its tip providing bright illumination that aids inspection over distances of up to 1.5 metres. Power for the endoscope is supplied from a secondary socket in the fluorescent hand lamp included with the kit.

The search mirrors include a long telescopic model that extends to 1.4 metres for inspecting otherwise inaccessible areas – in and above transport containers, for example – and a short fixed length model which is ideal for room to room searches.

Both can be fitted with the range of interchangeable mirror heads which are supplied with the kit. Also included is a fluorescent hand lamp to provide a wide area working light and two right angle torches with belt clips.

A selection of miniature mirrors, light probes and illuminated magnifiers are part of the SKM®, all assisting in the internal inspection of suspect packages with minimal disturbance. Mirror sizes range from 4.5mm in diameter.

The visual search kit is supplied in a protective foam-lined carrying case complete with batteries and replacement lamps.

Sussex Police 'Headcam' Pilot a Success

Following the successful pilot of 'headcams' in Bexhill, the technology is now being used to help reduce violent crime in Brighton & Hove.

The innovative mini cameras are the size of a 'Magilite' torch and fit on to a police cap. They will now become a regular piece of equipment used by Brighton & Hove officers who deal with youth disorder and policing the city's busy bar district.

Inspector Laurence Taylor said:

‘The Home Office has provided funding for five cameras which will be used across the city. They provide an unprecedented opportunity for officers to produce improved visual evidence for the prosecution of offences or licensing reviews. They are very discreet, but are visible.’

Inspector Taylor added:

‘We have seen significant successes in reducing public place violent crime across the city and the cameras are another useful tool used by officers in our bid to keep Brighton & Hove a safe city.’

Royal Cayman Islands Police Traffic Calming Efforts Aided By U.S. Company

The Royal Cayman Islands Police Service is taking new steps to combat speeding. The Police Service recently bought an OnSite 350 radar speed trailer from Decatur Electronics of Illinois intending to curtail speeding on the islands.

‘This is excellent progress in our war against excessive speed,’ said Chief Superintendent John Jones, RCIPS Head of Operations. ‘Far too many people are dying and we need to do something about it.’

The trailer is part of Decatur’s new OnSite line of speed trailers, which range in size from dolly-sized 100s and 200s to the large OnSite 400, which features two banks of solar panels and batteries as well as a full-matrix message sign.
The OnSite 350 purchased by the RCIPS features a solar panel extending battery life considerably and an 18 inch LED display, visible for up to 1000 feet, as well as an EZ Stat data package allowing the unit to track traffic patterns and speeds.

Real Time Remote Surveillance

WCCTV, a provider of Wireless CCTV surveillance systems, has launched a new 3G-enabled remote live monitoring service using T-Mobile's 3G network to deliver high quality CCTV images at unprecedented speeds. Users now have remote access to live feeds at speeds of 14-15 frames a second, as opposed to the previous speeds of 1-2 frames a second. This means, for example, that police forces and local councils can monitor surveillance operations in real time wherever they are rather than having to be based in control centres, enabling quicker response times to incidents.

The new service works by equipping Wireless CCTV cameras with 3G SIM cards from T-Mobile. This connects the cameras to T-Mobile's extensive 3G network, which enables live feeds to be downloaded from remote locations through a supporting infrastructure. Previously the cameras ran on a slower HSCSD (High Speed Circuit Switched Data) network. The improvements in speed are expected to help in the fight against crime, anti-social behaviour and traffic accidents.

The main advantage of Wireless CCTV is that unlike fixed CCTV cameras which take time and money to move from place to place, wireless cameras can be relocated within an hour if necessary. Police forces and councils across the country already use WCCTV's technology to monitor a range of activities from fly-tipping to anti-social behaviour.

Merseyside Drones On

Police in Merseyside are taking the fight against crime to new heights, with the launch of the UK's first police drone.

The drone will take to Merseyside's skies in June and will support the Force's ongoing fight against crime and anti-social behaviour. The investment is part of Merseyside's Total Policing approach, with a focus on using technology to tackle criminals.

The drone - which is being trialled by the Force - uses the same type of camera facilities as the Force's helicopter and high visibility CCTV vans on the roads. Assistant Chief Constable Simon Byrne explains how unmanned technology provides a new, cost effective way of capturing vital evidence on camera and putting more officers on the beat. The trial is being supported by the Home Office Crime and Drug Directorate.

Support the Anti-Social Behaviour taskforce
‘We're always looking at ways of putting more officers on the streets, and maximising technology is a powerful way of achieving this. Our drone will be used primarily to support our anti-social behaviour taskforce AXIS, in gathering all important evidence to put offenders before the courts.

‘Other uses may include monitoring public disorder, crowd control during large scale events, and use during traffic congestion. We're also looking at its potential during firearm operations. For us, this is a cost-effective way of helping to catch criminals and supports similar technology we're already using in our vans and helicopter.’

The Force introduced high visibility CCTV vans in 2001 as a deterrent to crime. The Force's helicopter is also equipped with evidence gathering equipment, including the new spotterscope system, which enables officers to gather evidence from the skies.

'Reduce crime through the use of new technology'
The Force's first drone is one metre in span and weighs less than a kilogram. It will be operational with the Force's AXIS team some time in June, and more drones could also be on the horizon in the future. ACC Byrne added: ‘We have spent the last six months working closely with the manufacturer MWPower to test its capability and safety. We're reassured that it meets all our expectations and are hoping to introduce more drones in the future.’

Deputy Director of the Police, Crime and Standards Directorate, Stephen Cahill, said: ‘We are pleased to support Merseyside Police in their efforts to reduce crime through the use of new technology. This trial is the first of its kind in the country and we're excited about its potential.’

Segway Announces NYPD Purchase

Segway has announced that the New York City Police Department has purchased a fleet of 10 Segway® Personal Transporters (PTs) it will deploy on patrols in city parks this summer.

The use of the Segway i2 Police units will help the department increase patrol coverage in park environments, improve emergency response times by patrol officers and reduce carbon emissions. The units are expected to be used for security patrols in Central Park, Coney Island and other city parks and beaches. This is the first Segway PT purchase by the City of New York.

‘We are honoured to count the NYPD as users of our latest police technology,’ said Jim Norrod, chief executive officer for Segway Inc. ‘The i2 Police units will help the city save on fuel costs and enable patrol officers to provide a higher level of security at many of the city’s busiest areas.’

Worldwide, more than 400 police and security agencies now use Segway PTs to patrol downtown business districts, airports, parks and campuses, up from 150 a year ago. The Chicago Police Department, one of the earliest adopters of this patrol technology, has more than 50 Segway PTs deployed in the Loop, along the city’s lakefront and at O’Hare and Midway Airports. The Italian Railway Police, which is the company’s largest international security customer, has 75 units patrolling the country’s largest rail stations.
Other major police departments acquiring Segway PTs in the past year include Honolulu, Seattle, Albuquerque, Miami-Dade, Tampa, El Paso, and Bridgeport, Conn.

Much of the appeal of Segway PTs among patrol officers can be attributed to the unique performance characteristics of the machines:
• Officers stand eight inches taller on a Segway PT, enabling them to see and be seen over crowds and automobiles.
• The Segway PT allows an officer to move 2-3 times walking speed thus covering much more area than he or she could patrol on foot and decreasing response times.
• Officers are also more approachable when on Segway PTs, making them highly effective in community policing applications.
• Unlike gas-powered vehicles, the Segway PT can go indoors and out, while tackling a variety of terrain including pavement, grass and hills.
• Segway PTs are self-balancing, even when standing still, and take up no more space than a human. This makes them an ideal patrol tool when moving through crowds, on sidewalks, or in and out of tight spaces like elevators.
• With the exception of battery recharging there is no regular maintenance required on the Segway PT. The device can also be used in the rain and cold, and its batteries are operable to 14 degrees Fahrenheit.
• Segway PTs use no gasoline and give off no emissions during operation, allowing cities to reduce fuel consumption. Because the product is electric, battery recharging costs are extremely low – approximately 25 cents per day.

The Segway i2 Police units purchased by the New York Police Department are the newest generation models. The i2 model has a range of up to 24 miles, a top speed of 12.5 m.p.h. and a payload of 260 lbs. Community Safety Comes from a Joined Up Network

Leeds East Homes, one of three Arm's Length Management Organisations (ALMO) looking after former council housing stock in Leeds, recently decided that the existing CCTV required updating. They soon realised that they were in an ideal situation to develop a solution that tackled the existing problems of anti-social behaviour and petty crime in the area, whilst also addressing wider issues surrounding community safety.

Leeds East Homes manages 11,500 homes for Leeds City Council, consisting of a mixture of houses and blocks of high-rise flats grouped into clusters of around five blocks. The population of 200,000 are actively involved in influencing the policy decisions of the ALMO through residents' liaison panels and other channels of communication.

Leeds East Homes' primary objective was to increase safety and gain more visibility and control of what happened on the estates. In addition to this, Innovation Leeds and its partners identified a number of additional benefits of implementing a wireless solution, such as using additional bandwidth on the network to run other services such as IP telephony for Leeds East Homes workers in the area.

The solution
Leeds East Homes undertook a review of what could be done to solve this problem - namely by implementing a more robust and wide-reaching CCTV network. This needed to be consolidated and centrally managed to ensure all incidents were monitored and tracked, and could also be used by the council to help manage network traffic flow. As a result, action to solve these problems could then be taken.

The organisation investigated how technology could be used in the most effective way and put out a request for proposals from businesses across the country with a significant reputation in delivering wireless solutions.

Doug Sutherland, Head of Innovation at Innovation Leeds, was keen to be involved from the moment he heard about the project. 'This was an amazing opportunity to do more than simply upgrade the existing cameras. It was also a time to add value to the lives of thousands of Leeds residents, not only in the Leeds East area but over the whole city,' said Doug.

About Innovation Leeds:
Innovation Leeds is a specialist part of Leeds City Council's ICT service. It was set up in 2006 to promote innovation and forward thinking in the field of ICT in order to bring benefit to the residents of Leeds and the wider population of the UK. Working in the fields of digital pen and paper, wireless technology and bluetooth, Innovation Leeds is at the forefront of developing successful public sector ICT solutions within the city of Leeds and rolling them out to other local government and public sector organisations across the UK and Europe.

In this particular project, Doug saw its role as ensuring that the money invested would meet as many objectives as possible, provide cutting-edge technology and be future-proofed to improve local services in the future.

Innovation Leeds approached its longstanding and trusted managed services partner, SCC, to discuss how this project could be undertaken. Working with other partners, Telindus and Networks by Wireless, SCC and Innovation Leeds set about linking 41 sites of 11 clusters of flats.

'The fact that we trusted the SCC team so well was of vital importance to us to ensure the project went entirely to plan,' said Doug. 'SCC is on the Government's Catalist procurement list which meant ensuring all stakeholders were happy with the process was far easier, and we weren't delayed by red tape.'

SCC carried out the installation services of fibre optic cables and internal cabling for the project and oversaw the wireless network implementation by Telindus and the radio engineering work by Networks by Wireless. As the prime contractor for the bid, SCC also led the due diligence process, contractual negotiations and financial management.

Stage one of the project was to set up a high-speed fibre environment with microwave fibre technology. The aim of this was, in time, to join up all of the different blocks of flats, across several different areas of Leeds East. Each cluster of flats also houses a 'node' building, acting as a 'wireless lighthouse'. These link with the other nodes buildings in the area, with each one covering an area of on average 8km by 3km.

At the same time, the fibre replacement was deployed so that there was a continuous loop of network availability. This meant that should one node fail for any reason, the signal could be re-routed to eliminate system downtime.

Once the network was in place, Leeds East Homes was ready to upgrade the CCTV systems around the community. A pilot scheme was established and fully equipped with IP (Internet Protocol) CCTV supported by a state of the art control room.

The Benefits
'Moving to IP CCTV is a substantial step in upgrading the security for residents,' said Doug. 'It's an improvement on the old analogue equipment as it is digital and therefore gives us higher quality images. These are instantly recorded and can be easily scanned. Most importantly, the evidence collected following an incident is high enough quality to be used in court. For once, the recordings we are seeing are proving useful in prosecutions.'

The area is now covered by a 'persistent wireless' network and with CCTV in every lift on the estate, as well as voice recording, citizen safety is at an all time high. The cameras are motion sensitive so any activity sparks filming, ensuring that every incident is recorded. Footage is kept for 30 days and then re-written if no incidents have been reported or seen on the tapes.

Night recordings are of good enough quality to enable the police to gather vital evidence, which means the residents now have more confidence about safety no matter what time of day or night.

'This innovative use of technology has delivered fantastic results. There has been a significant drop in crime in the pilot area - several drug and car crimes have been seen through to conviction thanks to the evidence taken from the CCTV. These results are exactly what we were hoping to achieve,' concluded Doug.

The Future
The technology that has been implemented is future-proofed, so as more technical innovations take place, Leeds East Homes can still reap the benefits.

One such advance that is being considered is that of 'narrowcasting' which will give residents access to a local Leeds East radio/TV channel.

There will also be location tracking for vehicles through RFID technology and mobile-workers from the council will be able to work far more effectively through the availability of high-speed fibre links.

Within the first half of the year, the pilot will be rolled out further across the extended Leeds East ALMO area within 18 months. While the current Wireless area only covers 30 square km and reaches 110,886 people, the expanded area will cover 200 square km and reach 194,000 people.

Innovation Leeds and Leeds City Council plan to use this as an opportunity, not only to improve community safety, but to establish a city-wide full wireless network. This will then provide the transit for the IP traffic, such as the images from the CCTV cameras, across Leeds.
