Conference News - Exclusive Reports
The police service must embrace the private sector if it is to deliver a good service, a conference of senior officers was told. Rick Naylor, president of the Superintendent’s Association, speaking at the annual conference at the Belfry in Warwickshire told officers to ‘look beyond what we know now and go into areas where traditionally we, as public servants, have felt uncomfortable’ fill gaps in service.

Some forces are failing to make full use of intelligence analysis software, according to the former chief constable of Gwent. Keith Turner, now a strategic adviser to i2, told a fringe meeting of Superintendents, that although forces have adopted i2's Analyst's Workstation, its full potential is not always realised.

Police Standards Unit may Intervene in Failing BCUs
Failing Basic Command Units are be targeted by the Police Standards Unit in the drive to improve standards, the director of the Unit has warned. Speaking to a packed fringe meeting at the Superintendent’s conference, Paul Evans said his unit may intervene in BCUs that are struggling to improve in the same way as it had stepped in to help eight failing forces.

The managing director of Reliance Security has called for greater partnership working between the police and private sector. In a fringe meeting at the Superintendent’s annual conference, Nigel Forbes said that private industry had a role to play in helping the police service deliver better services.

Familial Searching Leads to Conviction
The first cross border cold case to use familial searching has led to the conviction of serial sex offender James Ben Davies. Thirty-two-year-old Davies was sentenced to four and a half years in prison after pleading guilty to a string of sexual assaults in 1998 and 2000.

West Yorkshire officers could in future link their handheld computers to traffic cameras to warn them of approaching stolen vehicles, as part of an innovative IT project that has put the force in line for a top technology award.

Essex Police Authority Lobbies Government for PCSO Cash
Essex police authority has called on the Government to pick up the tab for police community support offices. In a statement, the authority said it would lobby the Government for more money to fund an extra 400 police community support officers, bring the total of PCSOs in the force to 605.

TASER Subjects Can Still Breathe
Subjects exposed to TASER for 15 seconds can still breathe, according to preliminary results from a study into the respiratory effects of TASER X26. In tests, people were given three 5-second bursts from a TASER with a 1 second break between. The majority exhibited a higher breathing rate and volume during the exposure.

Sepura Signs Partnership Agreement with Deutsche Telekom
Sepura has signed a partnership agreement with Deutsche Telekom to enable them to work on commercial TETRA projects in Germany. The move will cover a wide range of communications initiatives including transport and utilities which will promote TETRA technology in the German market.

The fast and efficient analysis intelligence data is the theme of a fringe meeting at the annual Superintendent's Association conference in Warwickshire this week. Representatives from i2 will show senior officers how information from different agencies such as the police, emergency services and local authorities is analysed to produce 'problem profiles'.

LGC Acquires Forensic Alliance
The forensic science market has witnessed one of its biggest shake ups after LGC announced its acquisition of Forensic Alliance, the UK's largest private sector forensic science service provider. LGC, Europe's leading independent provider of analytical and diagnostic services, and Forensic Alliance said in a joint statement the move would extend 'the breadth and depth of cutting edge scientific solutions available from a single source'.

Rapist Convicted After Nearly Ten Years
DNA advances have led to the conviction of a rapist nearly ten years after the crime was committed, according to the Forensic Science Service. Mark Henson was sentenced to life in prison after being convicted of the rape of a 23 year old Nottingham woman in 1995, as part of Operation Advance, the Home Office funded investigation into unsolved sex offences cases.

Kingston Communications Awarded £1 Million Plus Contract
Humberside Police has awarded Kingston Communications a £1 million plus contract to provide an Ethernet network at its stations and headquarters throughout North Lincolnshire, Hull and East Yorkshire. The Ethernet network will be delivered via KC's new fibre network in North Lincolnshire and over KC's existing network infrastructure in Hull and East Yorkshire.

A new generation of bomb detection systems could be available in the next two years, according to Hazel Blears, the Home Office minister. In response to a question by Ian Austin MP about the 'likely role' of the new generation terahertz scanners in detecting potential bomb attacks, Mrs Blears said their full potential would not be realised for several years, but some elements could be deployed sooner.

An additional £258,000 over the rest of the current financial year will be used to pay for 20 temporary call handlers to be based in Bishop Auckland and Aykley Heads force headquarters, near Durham.

Training costs for police helicopter pilots could be cut dramatically thanks to a unique mobile flight simulator operated by Police Aviation Services Ltd. Housed in a mobile trailer, the simulator can be towed by a 4x4 vehicle to any location in the country.

New National Procurement Centre Set to Go Live
A new national procurement centre for the police service is set to go live in October following the appointment of its director and other key staff. Paul Davies, will head up the centre for Procurement Excellence in the Police Service (PEPS) which will be based in Wakefield, West Yorkshire and is funded by ACPO, the APA and the Home Office.
