Use of Resources
Some
forces braced themselves for this week's publication of the second annual
police performance figures (see News). While the Home Office
rails against drawing up a league table, measuring forces on the same
criteria inevitably draws comparisons, which means, of course, there
will be winners and losers. However, there was one category where all
forces achieved their target: Resource Use.
Okay, it's not the most glamorous end of policing, but certainly one
that impacts on all the other categories that forces are measured on
and therefore warrants more attention than it has received. According
to the police performance assessments, all forces hit their target of
3 per cent efficiency gains, including 1.5 per cent of it cashable.
This represents savings of thousands of pounds that all forces, including
struggling ones, can now use to improve other areas of their performance
such as reducing crime or promoting safety - assuming, that is, they
spend it wisely.
This week sees a considerable number of tenders from across the UK police
service. We would like to remind police procurement managers that it
