Week for the IPCC
Publishing
its annual report for 2007/08, Nick Hardwick, IPCC Chair, said: 'Public
confidence in the IPCC is very high. Almost nine in 10 people (88%),
who have heard of the IPCC, think they would be treated fairly if they
complained to us. Two thirds thought we were independent and impartial.'
The growth in demand for IPCC services was again an issue in 2007/08.
Last year 2,208 incidents and complaints were referred to the Commission
compared with 2,049 in 2006/07. The number of direct complaints handled
by the IPCC went up by 1,152 to 11,449.
One of its more high profile enquiries - into the death of 21 year old
Rachel Whitear in May 2000, and the subsequent investigations by both
Devon and Cornwall and Wiltshire Forces - has been concluded. While
the investigations have shed no new light on the tragic death, the IPCC
report does not identify any misconduct by officers and contains no
recommendations about amendments to policies around drug related deaths.
In the handling of another tragic case, the IPCC has substantiated two
complaints relating to searches of the family home, out of a total of
12 complaints against Wiltshire Police in its criminal investigation
prior to the death of 15-month-old Joshua Taylor.
Meanwhile, Nick Hardwick welcomes the strengthened Forum for Preventing
Deaths in Custody, underlined with the news that deaths in or following
police custody fell to 21 last year from 27 the year before.
Finally, the IPCC had the happy duty of reporting that the number of
fatal police-related road traffic incidents has halved in the last year.
There were 17 fatal road traffic incidents involving police in England
and Wales during 2007/08 compared to 35 in 2006/07. These resulted in
23 fatalities, a fall of 13 deaths from 36 in 2006/07.
