Yes,
the long awaited Green Paper is finally here, and first reactions from
the Force at least show appreciation at being listened to and involved
in the process. As part of the reforms, which involve the scrapping
of national targets, former Police Federation chairman Jan Berry - who
has been a vocal critic of Home Secretary Jacqui Smith - has been offered
a job as 'champion' for cutting bureaucracy.
Also
published today is the Annual Crime stats, which generally show a reduction
in crime across the UK, although media reaction has naturally focussed
on knife crime statistics - especially in in London - and the fact that
while the risk of being a victim is at its lowest ever level, people
still think that the rate is going up.

Police-recorded crime in England and Wales fell 9% in the 12 months
to March, latest figures suggest. The first reliable figures for
knife crime showed there were 22,000 offences last year. The statistics
